VPAT template

The official template, which edition to pick, and a free worksheet that tells you what to actually check for each criterion.

ITI publishes the VPAT template free of charge, in four editions. Picking the right one takes a minute. Filling it in is the part that takes a fortnight, and the template itself gives you no help with that at all.

Where to get the official template

Download it from ITI, who own and maintain it. We do not host a copy: ITI revises these documents and a stale mirror is worse than no mirror. VPAT® is their registered trademark and the template is their work.

ITI released the current "2.5Rev" revisions in April 2025. The template is free and you do not need to be an ITI member to use it.

What the template does not give you

The VPAT is a table with a row per success criterion and two empty columns: a conformance level, and remarks. It does not tell you how to test a criterion, what evidence would justify each level, or which criteria a tool can help with. That blank space is the entire job.

We measured the tooling side of it against axe-core, the open-source engine most testing tools are built on: an automated rule exists for 23 of the 55 WCAG 2.2 Level A and AA criteria, and those rules test only the machine-checkable part of each one. The rest is a person looking at the product.

A worksheet for the part that is left

So here is the thing we would have wanted: every Level A and AA criterion, in one printable page, each with the specific question a reviewer has to answer for it. Not "check 1.3.1", but "do headings, lists and tables use real semantic markup rather than styling alone?"

Which edition your buyer probably wants

If the request came from a US public university, a school district or a state agency, it is usually the 508 edition, because their procurement rules inherit Section 508. US federal buyers always want 508. European buyers want EU. If the request just says "send us your VPAT" with no standard named, ask — guessing wastes a fortnight, and a mismatched edition is the most common reason a document comes back.
