Draft Accessibility Conformance Reports

We do the evidence-gathering and the structure. A qualified reviewer does the judgement calls. Neither of us pretends a scanner can sign a VPAT.

What this is not. This does not produce a finished, signed ACR, and nothing that does exists. We measured it: an automated rule exists for only 23 of the 55 WCAG 2.2 Level A and AA success criteria, and those rules test only the machine-checkable part of each one. Anyone selling you an automatically generated conformance report is selling you a liability.

The problem

Under the ADA Title II web rule, US public entities must meet WCAG 2.1 Level AA by 26 April 2027 (populations of 50,000+) and 26 April 2028 (smaller entities and special districts). That obligation extends to the software they buy, so procurement teams increasingly require an ACR before approving or renewing a vendor. Surveys of public institutions put it at 45% relying directly on VPAT/ACR documentation.

A third-party ACR costs roughly $1,850–$4,450 per product, and goes out of date the next time you ship. We index 205 reports from 14 vendors; 76 of them are more than two years old. Staying current is the part nobody has solved.
